What this PR does / why we need it:
Current implementation usually takes about 500ms to finish, the new one costs almost zero. It comes from https://github.com/kubernetes/kubernetes/blob/master/pkg/kubelet/util/util_windows.go#L119.
I have verified they generate same time value.
