fix: a function to handle updating pending programming IPs.
Reason for Change:
AKS on Swift scenario put IPs as pending programming if NMAgent doesn't finish programming latest NC version. A background thread will query NMAgent periodically and update IPs from pending programming to available. This is the updating function that background thread can call.
Requirements:
Push #697 and #690 before this one.
