Reason for Change:
Remove lock for version command. Noticed azure cni VERSION cmd was called getting more frequently and each call takes a lock file and returning the supported versions. No need for lock to be acquired for returning version. Also few logs are added as part of this call which overrides actual ADD/DEL logs. This PR also remove logs added by version command.
