Syncs eng/common with the corresponding updates from azure-sdk-tools (PR 15182), removing an obsolete pipeline step template related to a prior DNS workaround on hosted Linux agents.
Changes:
- Removed the
bypass-local-dns.ymlpipeline step template (previously symlinking/etc/resolv.confto bypass systemd-resolved). - Eliminated now-unused workaround logic from
eng/commonpipeline templates set.
