This PR adjusts the SDK generation pipeline behavior to fail faster when generating changelogs during spec pull request CI runs, reducing time spent waiting on a long-running changelog step.

sdk_changelog_generatetimeout forrunMode == "spec-pull-request"from 1800s to 900s (non-spec runs remain 7200s).
