[Test-Proxy] Enable Optional Verbose Logging (#2684)

* add DI and non-DI debug logging. 
* update x-recording-mismatch-error header value during handling of TestRecordingMismatchException. We now base64 encode the mismatch so that there are no ascii-encoding errors when streaming headers back
