Produce Standalone .NET Executables (#4763)

* added new parameter StandaloneExeMatrix to archetype-dotnet-tool, providing an object list to this parameter enables the .net build to produce a standalone executable for each of listitems
* add standalone build matrix to test-proxy ci.yml
