Expose /graph:graph as a portable command with package-owned scheduling through the generic Host Bridge. Keep graph state branch-scoped, persist projections before events, and bound host requests.

Requires an OpenAgent Runtime implementing the current generic plugin contract and Host Bridge; older Runtime-bound or package-flow implementations are not supported by this package.

Validation: package validator and repository tests passed. Functional qualification passed in an isolated native OpenAgent instance. The attached ZIP places plugin.json at the archive root.
