Second version of the algorithm MEH :

• Center YUV components
• Apply 8x8 DCT (Discrete Cosine Transform)
• Decimation by N (keep the first N lines of DCT coefficients)
• Quantization by L (divide DCT coefficients by L)
• Apply RLE (Run-length Encoding)
• Apply Huffman encoding
