Overwatch AIO 0.3.1 — MCP Registry & Skill Discovery

Overwatch AIO 0.3.1 adds discovery and distribution paths for both interfaces.

• English README with a full Korean guide and verified skills CLI installation.
• UV MCP bundle for compatible MCPB 0.4 hosts, with the same ten tools and shared database.
• Official MCP Registry metadata with the release bundle SHA-256.
• Optional MCP dependencies and existing skill names and commands remain compatible.

Install the .mcpb asset in a host that supports the UV runtime, or use the source installation commands in the README. Dependencies are prepared at first launch. The wheel and source archive are also attached. This release does not add a scheduled collector.
