Re-sync with main https://github.com/flutter/packages specifically to update to google_maps_flutter: ^2.5.3 to change to Maps SDK for Android version 18.2 in google_maps_flutter_android: 2.5.3 and later.

KNOWN ISSUE: as a result of issue flutter#3895 a fork was made (https://github.com/BMEC/flutter_packages) and is being used until the issue is resolved.

Once resolved, we should revert to https://github.com/flutter/packages.
