Re-sync with main https://github.com/flutter/packages specifically to update to google_maps_flutter: ^2.10.0 in preparation for updating flutter versions.

KNOWN ISSUE: as a result of issue flutter#3895 a fork was made (https://github.com/BMEC/flutter_packages) and is being used until the issue is resolved.

Once resolved, we should revert to https://github.com/flutter/packages.
