Intellisense doesn't seem to work

1. Installed BTDF 5.7 on a shared development environment
2. Installed the BTDF for Visual Studio 2015 development vsix file (DeploymentFrameworkForBizTalkToolsForVS2015.vsix)
3. Opened Visual Studio 2015. The toolbars show up just fine, and I'm able to create a BTDF project without issue.
4. However, when trying to edit the btdfproj file, the proper intellisense values don't show up.
5. I brought in an existing (and working) btdfproj file from TFS (this was developed on a local machine), and the same issue - doesn't recognize the BTDF intellisense values.

Did I not install this correctly? Screenshot attached.
