Guardian / Cerberus v1.0.1

Adds better support for metadata suffix handling in the policy.yml to allow for "minimum version" policies.

For example:

accept:
  - version: ">=1.8.7"
    verification: VERSION_ONLY

will now allow reported versions such as:

1.8.7+fabric.26.2
1.8.8+fabric.26.2
1.9.0+fabric.26.2
2.0.0+fabric.26.2

This will only work for verification: VERSION_ONLY configurations. verification: REQUIRE_HASH will still only allow a jar matching the exact listed hash(es).
