• Only modifies lab drain settings if enabled. This will allow custom entities to add this independently.
  If quality lab drain setting is disabled, will leave the prototypes untouched for other mods to adjust.
• Allow negative values for beacon_power_usage_reduction and crafting_machine_energy_usage_reduction.
  This will allow for increasing energy costs with quality levels.
• Allow for values higher than 1 for energy_usage_quality_scaling on Asteroid Collector.
  This will allow for higher energy usage scaling if desired.
