Submission Channel Hygiene

posts a Sana-Chan submission-channel instruction message when /setsubmit or the setup wizard selects the submit channel
replaces the prior instruction message instead of stacking duplicates when the channel is changed
removes non-/submit messages from the configured submission channel while preserving active guided upload messages
keeps clearing the submit channel from leaving an outdated instruction message behind
