Rotary_encoder v2.0.3

Fixed the bug where the limitedRead() function returned the constrained value but the position variable didn't actually change. This is a problem because if you overturned the encoder then you would have to turn it back by the amount you overturned it and only after would be a change of the output. Using PinChangeInterrupt library by @NicoHood.
