it seems to be up to 2 blocks away from the border.

Thanks — confirmed, and this is purely a ChunkBlock bug (nothing to do with MagicCobblestoneGenerator itself).

The border-claim detection runs on every left/right click by the island owner and walks a 5-block horizontal ray from the player's eye position. That ray ignores the block that was actually clicked and passes straight through solid blocks. So if you're mining a generator anywhere within ~5 blocks of a locked chunk, every swing whose aim line crosses into that chunk fires a claim attempt — hence the repeated "You need 15 more level(s) of credit" message and the bass note, even though you're nowhere near touching the border.

The fix: only treat a click as a claim attempt when it's genuinely aimed at the border — stop the ray at the first solid block (so clicks on blocks inside your own unlocked territory never trigger it) — and rate-limit the no-credit feedback so mining can't spam it.
