This commit's sole change is the review record, and its description explicitly says the PR only appends that file. Publishing bookkeeping as a standalone PR consumes another CI/review cycle and makes concurrent PRs behind, which is exactly the churn the repository requires avoiding; fold the record into an owned low-risk functional PR or a batch of queued documentation work instead.
