Prokka doesn't work because of tbl2asn expire

The build time of the Prokka version 1.13.4--pl526_0 at Biocontainers is 2018-08-23.
Prokka uses tbl2asn internally, but as reported in this issue, the software does not succeed after one year after the download.
Therefore, old version of Prokka in BioContainers currently does not work.

The same content is enough, but re-building is required.

Could be rebuild incrementing release, but this is not sustainable in time...

This is such a kick in the face for containerisation and reproducible workflows.

unfortunately, embedding software setting runtime limits is a problem, container or not.... should not exists....
