- Removed an encryption layer on the nostr public events
- This is implemented backwards-compatible in that new apps can still process old chains, but old apps won't be able to process new chains
- Cases to Test:
- Old client with identity/companies/bills
- => continuiing works on new clients (add blocks to bills/companies/identitiy)
- => restore works on new clients (before/after adding new blocks to existing things)
- => fresh new clients work with data from old clients

- The block metadata (e.g. block id, hash, signature etc.) will now be unencrypted in the chains on Nostr - just the block data will be encrypted with the corresponding key (e.g. bill key)

- Add block transport function to check a set of blocks against a published set of nostr public chain events for a given bill
- Optimistically publish to Nostr relays - once we successfully publish to a configured threshold (e.g. 1), the other relays are pushed to asynchronously, so it's not blocked by the slowest relay anymore
