router-core 0.3.0: routing reads the request, not the host's instructions

@blockrun/router-core moves from 27125a3 to 0.3.0 (65a92c8). Auto now
reads only the user turn for structured-output, stakes, latency and language
cues. Before, a system prompt that listed tool schemas (every agent host) or
said "be quick" lifted each request off the cheapest tier; "what is the
capital of France?" went to MEDIUM. CJK input is sized at about one token per
character instead of a quarter, so a long Chinese document now reaches the
long-context models rather than a window that cannot hold it. Keyword scoring
matches whole words ("classic" is not code, "history" is not creative,
"credit" is not an edit), a stale speed probe fades toward neutral instead of
toward zero (which had been ranking every unmeasured model above every
measured one), and a model with no catalog price no longer reports 100%
savings. On the core's 88-request decision snapshot, one tool-less prose
prompt moves from MEDIUM to SIMPLE; primaries are otherwise unchanged.
