Shared model assets pack

This prerelease replaces voice-assets-pack for new Vis installs. The three speech archives are retained byte-for-byte, with their original SHA-256 digests. The old release remains available.

The Laya typed-decisions baseline includes a complete ONNX FP32 inference bundle (encoder, choice and act/escalate heads, tokenizer and configuration), a separate complete training checkpoint, and offline CPython 3.12 training wheelhouses for macOS arm64 and Linux x86_64. The Linux wheelhouse uses CPU-only PyTorch. SHA256SUMS.txt covers every downloadable payload; each new archive also contains per-file provenance and license information. Install with vis-agent decisions models download --model laya-typed-decisions --training after updating Vis; omit --training for model files only.

The original baseline act/escalate head is not validated for autonomous actions. Fine-tune and evaluate both heads against representative labels and thresholds for your application before using its action predictions to execute anything. This release supplies a technical starting point, not approval for a particular use case.

Offline installation, training of both heads, FP32 export and graph reopening were tested on macOS arm64 and Linux x86_64. Inference parity across those platforms was checked on 2,000 public choices; this does not establish decision quality for a particular use case.
