v1.5.0 — one job_failed per run (after retries)

etl/workflow.yaml: intermediate failed attempts only log a WARNING; a single job_failed is sent when the final attempt fails (matches legacy per-repo workflows). A run that recovers on retry posts only job_succeeded. PR #22.
