fix: hardcode mingw64 runner path instead of using sysroot

gcc -print-sysroot returns the build machine's baked-in path
(/c/buildroot/...) which does not exist on the CI runner.
The runner has MinGW installed at C:\mingw64, so use that path
directly for libwinpthread.a static linking.
