Update fizzy library, recipes, and advancement data

Upgraded fizzy dependency to v1.2.2 and updated build.gradle accordingly. Added advancements for painting and glow painting recipes. Refactored painting recipe JSON for clarity and added category/count. Updated mod author in gradle.properties and adjusted NeoForge version. Improved payload handler registration in Gallery.java for client/server distinction. Removed unused imports and commented out redundant payload registration in GalleryClient.
