Refactor ImporterRunner.kt and update configuration details

The ImporterRunner.kt file has been refactored to use values from application properties instead of hard-coded values and environment variables. The .gitignore file was modified and the README.md file was updated to reflect configuration environment variables and command-line arguments changes. Furthermore, the code to handle command-line arguments in Application.kt has been added. Several minor adjustments were also made to improve code readability and efficiency.
