The local_review command runs `hyprlayer thoughts init` in a subprocess
without a TTY, causing dialoguer to fail with "not a terminal". Add a
--yes/-y flag that skips all interactive prompts when an existing config
and --directory are provided.

Also add Rust (Cargo.toml) and Python (requirements.txt) project
detection to local_review across all three providers.
