OfflinePlayback Plugin Changes:
* Fixes offline downloads failing with error 1008, or stalling silently, when the application is backgrounded mid-download. Downloads now run in a dataSync foreground service, which shows an ongoing notification while they are active and requires applications to declare that foreground service type in the Google Play Console.
