Make Compatible With 10.2+ TAS (#352)

* upgrade routing release
  - configure nats tls
  - include bpm @ 1.4.26 (required for new routing release) 
    - running into compilation problems after migration to pkgconf with >1.4.26

* fix: cf cli v8 usage 
  - only specify buildpack when docker isnt
  - wrap with `applications` in manifest for cf cli8
  - use a valid health check for cf cli8

* fix(bpm-release): pin to 1.4.26
  - running into compilation problems after migration to pkgconf

* setting the root docker property in ci
  - the docker-based cf push requires root to be enabled, but this is no longer a default for tas 10.3. see the breaking changes doc here https://techdocs.broadcom.com/us/en/vmware-tanzu/platform/elastic-application-runtime/10-3/eart/breaking-changes.html on this issue

* fix various ci issues
  - upgrade python version to 3.11 (coming from python-311-slim-wormbook image)
