Enhance Windows executables with version info and native operations

Integrate `Resource.rc` files to embed version information, company details,
and product descriptions into UniversalBootstrap and UniversalTester executables.

Replace the `system()` call with `CreateProcessW` for launching applications,
providing more robust process management and native error handling on Windows.
Additionally, migrate `rename()` to `std::filesystem::rename()` for modern C++
practices and improved error reporting.

Optimize release builds by disabling debug information generation in project files
to reduce executable size.
