BugTraceAI Launcher 3.3.34

Updates the coordinated manifest to the corrected CLI 4.0.34-beta, including Bedrock role/profile scan preflight. WEB stays at 2.0.37-beta.

Installer subprocess readers now decode output explicitly as UTF-8 with replacement. Invalid output bytes no longer abort host probes, the persistent shell, privileged commands or captured WEB preparation.

The release manifest pins reviewed CLI 4.0.34-beta and WEB 2.0.37-beta commits, preserving the existing API 1.4.11-beta pin. The existing recon service YAML boundary fix remains in place.

Validation: 183 tests and 25 subtests passed on both the local source and curated release copy. This review did not run a fresh full installation or validate macOS/ARM. The Bedrock component remains beta with real AWS validation pending.
