CLI Discovery fix
Pins CLI 4.0.35-beta, including browser lifecycle cleanup, required Chromium preflight and standalone TUI scan controls. The CLI native installer now checks Chromium startup before reporting success.
The release manifest pins the CLI tag and commit together. WEB 2.0.37-beta and API 1.4.11-beta remain the compatible companion versions.
Validation: manifest consistency and patch whitespace checks. A fresh installation and a live target scan have not been run for this release.
