You can make Locator Maps appear naturally in your world by adding them to loot pools, or creating recipes for them. You can modify the Components of the map in the .json file to specify the details of the map ahead of time.
Here I made a loot table where desert maps can appear in some chests:

As long as you define the "components" section of the JSON, then you can use locator maps in datapacks as much as you would like!
