Two changes to the releases:

• Creation of a portable version of CCExtractor (fixes [QUESTION] Will there be any further portable versions for Windows? #1376)
• Add a minimal .tar.gz for Linux users that don't want to download any windows binaries. We had this in the past for a couple of versions, now it's automated too.

When merging, please squash :)
