can we put ccx_dtvcc_ctx inside library ctx and call this function inside lib_ccx.c

I've tried to librarize it as much as possible, but it is still not perfect, I know.
I am going to do the last refactoring for "encoding" and "symbols storage" parts of cea-708 code, so I will consider your notes.
