Pull request overview
Updates the repository’s published SBOM artifacts to reflect the latest dependency inventory, keeping both SPDX and CycloneDX outputs in sync with the new generation time and updated dev dependency versions.

- Refreshed SBOM metadata (namespaces/serials and creation timestamps) across SPDX and CycloneDX outputs.
- Updated recorded versions for select dev dependencies (e.g.,
