OpenKey v2 — Upstream sync + CLI

Synced with tuyenvm/OpenKey through commit 89c2fd3 while preserving this fork's custom Windows CLI and environment-label behavior.

Highlights

• Retains /get, /toggle, and /controlpanel CLI commands.
• Retains customizable OKC_EN and OKC_VN labels; % characters are now handled safely as literal text.
• Includes current upstream macOS UI and Spotlight composition fixes, Vietnamese vowel fixes, multi-user macOS support, and Windows tray reliability improvements.
• Includes the x64 OpenKey application, CLI, and updater.

All executables were produced from commit ff41dcc1 by the repository's successful MSBuild workflow. SHA-256 hashes are included in checksums.txt.
