Spec (source of truth): S00-data-model.md
Everything else stands on two tables and three promises. They're stated here
once so every other spec can lean on them. This is the first spec the repo
makes true: the initial build turns the generic starter skeleton (Items) into
this model (Jobs).
Acceptance, scope law, and verify steps live in the spec. Any PR changing this behavior updates the spec in the same PR.
