Document changes for Parking Management: split the previous "Zone Full" event into Zone Full Rising and Zone Full Falling (breaking change: existing IO Rules using event_type="zone_full" must be re-saved as zone_full_rising, and device-side ACAP rules bound to PM_<zone>_Full must be rebound to PM_<zone>_FullRising). Add new ACAP-only PM_<zone>_CountChanged event (payload: count, capacity) that fires on every occupancy change and is not selectable in the Access Control UI. Make the Live View "Parked" stat clickable to open a per-zone breakdown dialog, and clarify that rising-edge now only fires on the threshold crossing.
