Ordinary releases only need a tag push to origin; Package Control reads
new tags automatically because the channel entry has "tags": true. The
channel PR step (targeting the real GitHub sublimehq/package_control_channel,
not a GitCafe fork that Package Control ignores) now runs only with
--channel-pr for first-time/entry changes.
