Fixes SqliteError on first boot when CASUAL_PERSONAL_MODE=single|multi.
Dockerfile now provisions /data with node ownership before dropping
privileges. docker-compose default reverted to 'none' to restore
anonymous coedit. Rolls up the packages/sdk xlsx extraction (#56)
and the CI build-graph fixes.

Verified locally: container boots, /health 200, users.db opens.
