Location control

• The map location button now enables and disables the app's live GPS/location component.
• Off stops provider updates and hides the puck and accuracy radius.
• On restarts updates and recenters on the best available fix.
• The arrow is outline-only while off and solid blue while on.
• Accessibility descriptions change between Enable GPS location and Disable GPS location.

Verification

• Unit tests and debug assembly passed.
• Connected-device provider requests transitioned 1 -> 0 -> 1 across On, Off, and On again.
• This remains debug-signed prerelease software; OSM upload and persistent edits are not yet available.
