Proposal: position paper — Identifier Durability: Machine-Readable Canonical IRIs (public comment on draft 0.4.0) #56

Description

@damienriehl

Per the README's guidance to open an issue before submitting a significant revision: a PR is incoming that adds a position paper to research/"Identifier Durability: Machine-Readable Canonical IRIs" — filed as a public comment during draft-cdcf-catholic-uri-scheme-03 (v0.4.0)'s 60-day comment window.

The one-line thesis: "and," not "or" — machine-readable canonical identifiers that never drift, and a guaranteed human-readable layer (every existing slug preserved forever as a resolvable alias; multilingual labels; a rendering rule so production surfaces always show a label beside the ID). It is written as a small delta to draft 0.4.0: it keeps the two-artifact model, notations, and the stability guarantee, and inverts only which artifact is primary.

Readable now on the fork: https://github.com/damienriehl/foundation-docs/blob/docs/identifier-durability/research/identifier-durability-opaque-canonical-iris.md

Companion suggested-change PRs land in the six data registries (crmedr, cledr, cecdr, ciclsaldr, clbdr, cmddr), each demonstrating recorded cases from that repo's own history.
