Practice Problem Generator 1.3.17

Fixes orphaned or moved study checkpoints that could prevent saved practice from starting. Matching moved banks now recover by stable bank identity; unavailable or conflicting sessions use one explicit discard-and-start confirmation. Saved-bank actions clearly show Resume saved practice or Resolve saved session, rapid starts are serialized, skipped questions are restored, and relocation preserves answers or input written while recovery is running. Obsidian Community Plugin installation will receive this release after registry review; manual installation uses the three attached runtime files in the practice-lab-ai plugin folder.
