CeloHT believes that sustainable open-source projects are built through open collaboration and transparent governance. Decisions should be documented, discussed publicly whenever possible, and made in the best interest of the community and the project's long-term mission.
Every decision should be guided by:
- Transparency
- Accountability
- Community participation
- Inclusiveness
- Technical excellence
- Sustainability
- Long-term impact
- Respect for diverse perspectives
Routine decisions related to the day-to-day management of the project, including:
- Documentation updates
- Bug fixes
- Minor improvements
- Community activities
- Maintenance tasks
These may be handled by maintainers or responsible working groups.
Technical decisions may involve:
- Software architecture
- Smart contracts
- APIs
- Security improvements
- Infrastructure
- Development standards
- Release planning
Major technical changes should be discussed publicly before implementation.
Governance decisions include:
- Community policies
- Maintainer appointments
- Working group creation
- Governance updates
- Strategic direction
- Voting procedures
These decisions typically require broader community discussion and, when appropriate, a formal vote.
Financial matters may include:
- Grant allocation
- Donations

Most significant decisions follow this process:
- Proposal – A community member submits a proposal.
- Discussion – The proposal is openly discussed.
- Review – Maintainers and stakeholders review the proposal.
- Revision – Feedback is incorporated when appropriate.
- Decision – Consensus or voting determines the outcome.
- Documentation – The final decision is recorded.
- Implementation – Approved changes are carried out.
- Evaluation – Results are reviewed after implementation.
Every community member is encouraged to:

- Participate respectfully in discussions.
- Review community feedback.
- Help improve proposed solutions.
- Support transparent governance.
Constructive participation is essential to the success of CeloHT.
Whenever possible, CeloHT seeks consensus before conducting a formal vote.
If consensus cannot be reached within a reasonable timeframe, the matter may proceed to the voting process described in VOTING_SYSTEM.md.
In exceptional circumstances—such as critical security vulnerabilities, infrastructure failures, or legal obligations—maintainers may take immediate action to protect the project.
These actions must be documented publicly as soon as practical, including:
- The reason for the decision.
- Actions taken.
- Expected impact.
- Any follow-up measures.
Important decisions should be:
- Publicly documented.
- Easy to reference.
- Linked to relevant discussions.
- Included in release notes or governance records when applicable.
