This Funding Policy defines how CeloHT receives, manages, allocates, and reports financial resources. It exists to ensure transparency, accountability, sustainability, and community trust while supporting CeloHT's mission of advancing financial inclusion, Web3 education, environmental restoration, and community development.
This policy applies to every funding source received by CeloHT.
CeloHT follows these principles:
- Transparency
- Accountability
- Community-first decision making
- Ethical fundraising
- Financial sustainability
- Responsible stewardship
- Compliance with applicable laws
- Long-term impact
CeloHT is a mission-driven open-source initiative.
Funding exists to strengthen the ecosystem, expand community impact, improve educational resources, support contributors, and develop open technologies.
Funding is never the mission.
The mission always comes first.
CeloHT may receive funding from:
- Public donations
- Individual supporters
- Community members
- GitHub Sponsors
- Open Collective
- Blockchain ecosystem grants
- Foundation grants
- Corporate sponsorships
- Educational partnerships
- Environmental partnerships
- Research institutions
- Universities
- NGOs
- Philanthropic organizations
- Government innovation programs (where appropriate)
CeloHT may apply for grants from organizations that support:
- Open source software
- Web3 innovation
- Financial inclusion
- Climate initiatives
- Education
- Community development
- Public goods
Receiving a grant does not give the funder governance authority over CeloHT.
Sponsors may support CeloHT financially.
Sponsors may receive recognition.
Sponsors do not receive:
- governance control
- voting privileges
- ownership
- exclusive influence
- editorial control
Donations are voluntary.
Donors cannot purchase governance rights.
Donations do not create ownership.
Unless legally required, donations are non-refundable.
All project funds belong to the CeloHT Treasury.
Treasury assets should be managed responsibly and securely.
Whenever practical, treasury assets should be protected using multi-signature wallets.
Funding should prioritize:
- Infrastructure
- Website
- dApp development
- Educational programs
- Community events
- Documentation
- Security
- Contributor support
- Reforestation initiatives
- Operational sustainability
Funding may be used for:
- software development
- infrastructure
- hosting
- cloud services
- security audits
- educational materials
- workshops
- hackathons
- community events
- environmental initiatives
- contributor grants
- design
- documentation
- legal services
- accounting
- operational expenses
Treasury funds shall not be used for:
- personal enrichment
- illegal activities
- political campaign contributions
- bribery
- market manipulation
- fraudulent activities
- undisclosed conflicts of interest
CeloHT should maintain appropriate internal financial controls, including:
- expense documentation
- payment approval process
- treasury monitoring
- periodic financial review
- transaction records
CeloHT is committed to transparent financial reporting.
The project should publish financial updates whenever practical.
Transparency reports may include:
- incoming funding
- grant awards
- sponsorships
- treasury balances
- operational expenses
- community spending
- ecosystem investments
Major funding decisions should be discussed publicly whenever possible.
Significant treasury allocations may require governance approval according to GOVERNANCE.md.
Anyone participating in funding decisions must disclose any potential conflict of interest.
Individuals with material conflicts should abstain from related decisions whenever appropriate.
When purchasing products or services, CeloHT should prioritize:
- value
- quality
- transparency
- security
- sustainability
CeloHT should seek to maintain reasonable operational reserves to improve long-term sustainability and reduce financial risk.
Financial risks should be monitored, including:
- market volatility
- stablecoin exposure
- operational risks
- cybersecurity risks
- vendor dependency
Treasury assets may include:
- fiat currency
- CELO
- cUSD
- other legally accepted digital assets received through grants or donations
Asset allocation decisions should prioritize stability and mission continuity.
Financial reports should include, where appropriate:
- reporting period
- income sources
- expenditures
- treasury overview
- grant activity
- sponsorship activity
- major initiatives funded
Independent financial or operational audits may be conducted when resources permit or when required by funding agreements.
CeloHT will seek to comply with applicable financial, tax, and regulatory requirements in jurisdictions where it operates.
Receiving funding in one year does not guarantee future funding.
Funding availability depends on community support, grants, sponsorships, and available resources.
This policy may be amended through the governance process described in GOVERNANCE.md.
