The 's' unit assumes ms input (latency convention), so hl_*_last_fill_age_seconds (true seconds) rendered 0.74s as '0.0 s' and the 86400s no-fill fallback as '1.4 min'. New 'sec' unit formats true seconds (s/min/h/d), applied to both HL outage panels. Cache keys bumped (unfiltered v8, all v10, filters v5).
