Stellar Horizon SSE force-closes streams every ~11s; the harness treated that as an error and backed off to a permanent 64s sleep, starving the lag gauge. Fix resets backoff on graceful close. Spec prose now states 12.8 min as the ideal two-epoch case and points to the live table for observed finality. Reviewed by hostile agent, go build/vet + SpecSchema OK.
