[E10-1] Consumption reporting + report-to-mint

Aggregate consumption from the dedicated sequencer (listSequencerTrafficControlState, sum extraTrafficConsumed), a per-round total-traffic report, the proposed ~0.9x burn-ratio cap, and the operator app-reward mint path.
